Diagnosis of food-nutritional vulnerability in Placetas, Cuba, for the proposal of public policies

Abstract
To achieve greater effectiveness in terms of food-nutritional security in Cuba, it is necessary, among other aspects, to address the problem with a more comprehensive approach that links the economic-social, demographic and environmental factors that determine it. For this purpose, it is essential to design public policies based on diagnoses and other scientific inputs that result in a mapping and evaluation of food-nutritional vulnerability at a local scale, which serve as a platform for decision-making, in accordance with the National Plan for Food Sovereignty and Nutritional Education. The objective of this work is to determine the nutritional vulnerability based on the diagnosis of physical-social risk factors for life in Placetas municipality population. It is with the purpose of establishing its geographical distribution and incidence. Also, it is based on the perspective of dialectical materialism and the use of several inherent methods such as the logical and historical and the analytical-synthetic, as well as the vulnerability analysis and mapping. The degree of vulnerability determined for the city is medium and is mainly influenced by risk factors of biological use. Although there are also problems of accessibility to technical and social infrastructures by land users, an issue that affects food production. By popular councils, the most affected neighborhoods are Cumbre, Jacinto and Callejón de Tarrau and Hermanos Ameijeiras-Falero rural council.
