Theoretical-methodological notes for the design of information systems on foodnutritional security in Villa Clara

Abstract
The complexity of the problem of food and nutritional security is determined by socio-economic,
nutritional, demographic, cultural and environmental factors. Therefore, in order to guarantee it to
the population, a rigorous analysis of several variables must be carried out, in order to conceive
actions based on scientific-technical foundations that contribute to greater effectiveness. In this
case, through a permanent and updated information system for knowledge management on the
subject in Villa Clara, Cuba, it is possible to generate, analyze and disseminate quality and timely
information, in order to influence the processes of design, implementation and evaluation of public
policies, as well as the rationalization of efforts and resources, in line with the provisions of the
Food Sovereignty and Nutritional Education Plan and Law 148/2022. The objective of the work
is: to assess the main theoretical-methodological aspects for the design of an information system
on food-nutritional security in Villa Clara. It is based on the perspective of dialectical materialism
and the use of methods from the theoretical level such as the logical and historical and the
analytical-synthetic. From the empirical level, document analysis was used. Among the
fundamental components are identified: the subsystem of indicators, the monitoring methodology
and the data collection instruments. The need for institutionalized methodological processes to
generate and analyze information with a systemic approach and to define the responsibilities of
the data generators is derived from them.
