Abstract

Government management is supported by three pillars that must operate in an integrated manner. One of these is the computerization of processes, as a support for actions and to facilitate decisionmaking; another is social communication that ensures adequate interaction with citizens and fosters
social participation. Finally, the one that constitutes the object of this research is the links between science and innovation. The effectiveness of the links between universities, science, technology, and innovation (STI) entities, and the productive sectors of goods and services, as well as between territories, government entities, and especially the Attorney General's Office, is still insufficient. This limits the impact of knowledge, science, and innovation on achieving the objectives of the National Economic and Social Development Plan until 2030 (PNDES 2030) and beyond, which is the main problem addressed by this research. The objective of this work is to demonstrate the main impacts
of the Villa Clara Provincial Prosecutor's Office on the Science and Innovation-Based Government System. It presents the implementation of a procedure with a corresponding action plan for improving
government management in the province of Villa Clara. The methods used are the logical-historical, analytical-synthetic, inductive, and deductive methods. The materials used include resolutions and documents issued by the Attorney General's Office, reports, debates, and three surveys on innovation that support this critical perspective.
