Abstract
The systematic and orderly organization of the activities related to the operation of an observatory of Science, Technology and Innovation, or of a scientific approach, was analyzed. It was determined that they are organizations designed to design and integrate, as well as produce information, indicators and studies on national and international research, development and innovation (R+D+I) activity. All this, under international standards and methodologies. The determination of the elements of the surveillance and intelligence system applied during the management process of the operation of the scientific, technological and innovation observatory allows them to be carried out effectively and efficiently, complying with the requirements established by the Cuban standard NC 1308: 2019 Management of R+D+i: Surveillance and Intelligence System.
