Inter-Institutional Collaboration in Villa Clara: Groundbreaking Study on Avian Migration and Climate

Abstract
This study analyzes the design and implementation of an inter-institutional collaboration model to investigate the relationship between climatic conditions and bird migration in the Sabana-Camagüey archipelago, Cuba. By integrating meteorological data from the Institute of Meteorology, ecological observations from the Center for Environmental Studies and Services of Villa Clara in conjunction with the UEB Pueblo Extrahotelero “La Estrella” and Doppler radar technology from the National Radar Center of Cuba, a collaborative governance framework was developed that articulated four institutions with complementary roles. The methodology included standardized protocols for data exchange, the creation of an interdisciplinary steering committee and the use of digital tools for agile communication. The results showed that factors such as the clear definition of responsibilities, transparency in information management and operational flexibility made it possible to overcome challenges such as the heterogeneity of data formats and institutional differences. As an impact, synergy reduced data processing time by 40% and improved the accuracy of predictive models by combining different sources. This case demonstrates that, in contexts of limited resources, structured collaboration between technical, scientific and political entities not only optimizes research capacities, but also generates robust inputs for the conservation of migratory birds.
