Procedure for Developing Productive linkages between MIPYMES and state companies.

Abstract
The objective of the research was to propose a procedure for developing productive linkages between MSMEs and state-owned enterprises through a structural framework articulating the organization and operation of the linkages and generating a productive business for both. All of this was tailored to the needs of the community, based on their potential and strengths, which allowed them to improve their financial situation and generate added value. To validate the results, historical-logical methods, documentary analysis, and observation were combined. The application of the procedure improved the state-owned enterprise's financial situation, obtaining additional sources of income. Furthermore, the complementarity of resources, knowledge, and capabilities was strengthened, as well as cost reductions and employment opportunities for both the state-owned and non-state-owned enterprises. This also generated increased operational efficiency, fostered economic growth, and access to new markets. All of this improved business competitiveness by strengthening its market position and achieving sustainable development. The linkage between companies that are part of the productive chain was established, generating a wide range of benefits, primarily in terms of revenue and their impact on the ethical and social responsibility of economic development in the region. These linkages constitute a means of integrating both the regional and national economies, in addition to a successful opportunity to attract foreign investment and substitute imports.
