Informational diagnosis of the current state of the relevant information in the event of an energy contingency in Villa Clara

Abstract
The energy context is complex worldwide. In the case of Cuba, the situation is further aggravated by the persistence of the US blockade and the impact of the 56 measures out of the more than 200 implemented by the Trump Administration. Cuba has to pay 30% above the price on the international market. Technological obsolescence, in addition to the non-execution of maintenance cycles (both in thermal and distributed generation) and the limitations and instability with fuels, are among the main causes of the Energy Contingency. Villa Clara is not exempted from the electric power problems. There are different manifestations from the population due to the dissatisfaction generated by not having electricity when returning to their homes, in addition to the total or partial paralyzation of sectors of the economy and limitations in services. The general objective of this work is to carry out an informational diagnosis of the relevant information that an information system should include for decision support. Theoretical and empirical methods were used, as well as documentary analysis and structured interviews. Among the main results, the relevant information for making timely decisions is very dispersed. The agility in the processing of information, as it is mediated by individuals, is not the required in energy contingency issues. The frequency with which information is requested or demanded makes it necessary to optimize the information analysis processes.
