Implementation of the public policy on citizen participation in Caibarién Municipality: difficulties and possibilities

Abstract
A Public Policy responds to the specific needs of a municipality, is independent and unique in terms of its content and its methodological approach and projected objectives. It is constituted from a specific problem with respect to a specific population and at an specific time. The basic elements that condition municipal development are directly related to public policy, aspiring to government management oriented towards the needs of the population and led at a certain level by that population itself. Citizen participation is a problem in Caibarién municipality expressed in the electoral and political processes of recent years. In this case, the objective of the research is to analyze the main theories that support the public policy cycle as the basis of a procedure for the design and implementation of policies that reinforce citizen participation in the territory. It is based on the perspective of dialectical materialism and the use of several of the inherent methods such as the logical and historical and the analytical-synthetic.
