Procedure for the control and evaluation of agreements adopted by the Municipal Assembly of the People's Power in Villa Clara

Abstract
The quality of the entire public management process must be based on and measured in results, since this provides a coherent framework for the operational effectiveness of the entire public administration system. During the rendering of accounts of the Administration body to the Municipal Assembly of People's Power in the province of Villa Clara, there have been reiterated remarks about the non-compliance and superficiality in the answers issued to the agreements of the Municipal Assembly of People's Power, as provided for in Article 14 of Law 139, referring to the organization and operation of the Council of Municipal Administration in Cuba. This situation constitutes a problem that must be solved and is the focus of attention of this work, which aims to propose a procedure that allows, from the management of government and administration at the municipal level, to solve or mitigate this problem. The research made use of a set of theoretical and empirical methods, taking dialectical materialism as an analytical platform, which is decisive as a general methodological procedure in the process of studying the object under investigation. The proposed procedure is pertinent and flexible, since it contributes to the control, evaluation and follow-up in the fulfillment of the agreements issued by the Municipal Assembly of People's Power in Villa Clara.
