The The manager's work plan. Procedure for its elaboration

Abstract
The updating of the Cuban economic model has brought about the improvement of the
Cuban public administration. For the success of this important purpose, it is essential to
strengthen governmental capacities to adequately manage, in a context of decentralization, the
different instances. In this endeavor, the proper planning of managerial work is an important
challenge. The existence of multiple deficiencies that limit the use of the potentialities of the
Individual Work Plan constitutes the problematic situation addressed in this paper, whose
objective is focused on exposing a procedure for the elaboration of the Individual Work Plan as
a tool to increase the effectiveness and efficiency of the management work in the public
administration system. For the development of the work, the action-research method and the
systemic approach were applied, in addition to the analysis of documents, focus groups and
expert judgment. The results obtained provide a methodological tool (procedure) that allows the
improvement of the planning function in governmental organizations.
