Improvement of the ex post control procedure for Science, Technology and Innovation Programs and Projects

Abstract
In the management and application of the results of Science, Technology and Innovation Projects, the methodologies for ex post monitoring and control are diffuse as a result of the inaccurate estimation, the current economic difficulties, the lack of information on key aspects and the will to implement. Entities with management capacity in Science, Technology and Innovation, including the Territorial Delegation of Science, Technology and Environment (CITMA) – Villa Clara, require better organization of information and monitoring of projects in execution, that is Therefore, to achieve this objective, a procedure was developed for the ex post evaluation of the Programs and Projects. The procedure was developed using the ex post evaluation methodology proposed by the Japan International Cooperation Agency, based on the methodology that makes up the Logical Framework Matrix. Analysis, bibliographic review, observation, synthesis and induction - deduction of information on the topic discussed, document analysis, modeling, interviews with specialists and expert judgment were used as research methods.
