Abstract
Cuba is today involved in various core processes to achieve high levels of economic and social
development. One of these processes is the improvement of the popular power system, which pays
tribute to the country's institutions. The objective of this work is to reflect on the possibilities that exist for
the development of management with science and innovation based on the improvement of the Provincial
System of People’s Power in Villa Clara. For this analysis, an essentially qualitative methodology was
used, based on methods such as document analysis and group interviews. The main results contributed
that Villa Clara has as strengths the tradition of work in a system and linked to science and innovation;
the good working relations with the Central University "Marta Abreu" of Las Villas, through which
research, advice and training have been promoted based on the System of the Provincial System of
People's Power. It was concluded that the organs of popular power in Villa Clara, for this term of office,
are in a position to improve the management of processes from innovative organizational practices. The
System of the Provincial Popular Power in Villa Clara, based on the understanding of its dynamics, can
enhance the processes that it develops in a participatory, transformative way, developing and applying
innovative policies, generating learning from experiences, knowledge, for the institution strengthening and
the legitimacy of its actions.
