Comprehensive territorial sports development, triggering factor towards significant competitive results, human development and social justice

Abstract
In Cuba, the first experiences of local development began to be had in isolation in the 1980s. The experience on this topic in the country comes from the special period, in the 1990s. Sports after brilliant performances in the last century, today it goes through many difficulties, which is why it is proposed to develop it under the conception of territorial development, this structure adjusts to the sports development of sports power countries, in addition it also adjusts to the bases of territorial development, a product of their similarities in the conception of this economic program. The objective of this work is to project said sports development in the territory, leaving without effect the centralization of the permanent national preselections of the capital, transferring them to each territory where the sports and professional potential is, then they will exist instead of 1, 16 preselections, under the territorial development program. This does not imply losing the conquests obtained by the revolution, but rather multiplying the sporting potential and coaches in the territories several times, unleashing in the medium and long term, significant sporting results at the national and international level, emanating from true human development with social justice for all, improving the professional level of coaches as a result of their categorization and location by their rank obtained, as well as the implementation of sports science and innovation.
